Installing Visual Studio 2019 16.4 will also install .NET Core 3.1 Preview 3, so you don’t need to separately install it. For Blazor development with .NET Core 3.1, Visual Studio 2019 16.4 is required.

• Fixed an issue where loading existing extensions (.design dll) in UWP crashes Visual Studio. 

These are the customer-reported issues addressed in 15.9.3:

• Visual Studio 15.9 - duplicate loads open files on solution reload.

Point to note that, Visual Studio 2017 version 15.9 would be the last/final release of Visual Studio 2017, as it has been designated as "Service Pack". Microsoft won't be releasing any further updates to it.
