.NET 6 Preview 5 Highlights SDK Workloads, the Foundation of .NET Unification 

"Going forward, we do not plan to evolve Visual Basic as a language," the .NET team said. "This supports language stability and maintains compatibility between the .NET Core and .NET Framework versions of Visual Basic. Future features of .NET Core that require language changes may not be supported in Visual Basic. Due to differences in the platform, there will be some differences between Visual Basic on .NET Framework and .NET Core."  

We just released a GA version of .NET Core 3.0 that includes support for Windows Forms and WPF. And along with that release we’re happy to announce the first preview version of the Windows Forms Designer for .NET Core projects!

Point to note that, Visual Studio 2017 version 15.9 would be the last/final release of Visual Studio 2017, as it has been designated as "Service Pack". Microsoft won't be releasing any further updates to it.
