DotSpatial is a geographic information system library written for .NET Framework. It allows developers to incorporate spatial data, analysis and mapping functionality into their applications or to contribute GIS extensions to the community.

DotSpatial provides a map control for .NET and several GIS capabilities including:

• Display a map in a .NET Windows Forms.
• Open shapefiles, grids, rasters and images.
• Render symbology and labels.
• Reproject on the fly.
• Manipulate and display attribute data.
• Scientific analysis.
• Read GPS data. 

This marks the first time that the Linux kernel will be included as a component in Windows.
The kernel provided for WSL2 will be fully open source!

However, at the time of writing this post, this library is not updated to support .NET Core. But there exists an unofficial version of this library EPPlus.Core which can do the job of import and export xlsx in ASP.NET Core. This works on Windows, Linux and Mac.
