Installing Visual Studio 2019 16.4 will also install .NET Core 3.1 Preview 3, so you don’t need to separately install it. For Blazor development with .NET Core 3.1, Visual Studio 2019 16.4 is required.

Microsoft's second preview of .NET 8 is just "a quick follow-up" to Preview 1, highlighted by a couple of improvements to Blazor, for creating web apps in C# instead of JavaScript.

There is a lot of promise in bringing Blazor goodness to WPF desktop apps. This would be a wonderful way to modernize WPF apps and share code better between web/desktop.
