If you’re on Windows using Visual Studio, install the latest preview of Visual Studio 2019.
.NET Core 3.0 Preview 9 requires Visual Studio 2019 16.3 Preview 3 or later.
.NET Core 3.0 is supported with Visual Studio 2019 16.3 Preview 3 and Visual Studio for Mac 8.3, which were also released today.

Today, we are announcing .NET Core 3.0 Preview 8. Just like with Preview 7, we’ve focused on polishing .NET Core 3.0 for a final release and are not adding new features. If these final previews seem anti-climatic, that’s by design.
